Transportation and Infrastructure

We need bold federal investments in transportation – including first-class public transit – and high-quality infrastructure across the country. While there are billions of dollars in deferred maintenance of America’s infrastructure, major investments in clean energy are also essential to reducing greenhouse gas emissions and addressing climate change. 

I am working to bring back millions of federal dollars to California’s 15th Congressional District for all of these priorities, particularly by helping to unlock funding authorized under the bipartisan Infrastructure Investment and Jobs Act. Each year, I also advocate to bring home federal funds for a variety of community projects through the Congressional Appropriations process, many of which go toward critical infrastructure and transportation improvements.

FAA & Airports
California’s 15th Congressional District is a world-class destination for travelers and is home to the San Francisco International Airport (SFO) as well as the San Carlos Airport. As a member of the House Science, Space, and Technology Committee, I am working on federal aviation legislation regarding noise pollution, fuel emissions and public safety, and advocating for local priorities. As part of the FAA Reauthorization Act of 2024, I successfully passed two provisions into law to advance the research and development of hydrogen aviation fuel and better prepare America’s power grid for the future of electric power in aviation. 

I also joined fellow my California representatives in proposing a comprehensive legislative package on airplane noise, which would enable communities to better engage with the FAA on airplane noise. It would establish standards related to ground-based noise, require the FAA to prioritize noise-related health impacts, and allow SFO to use airport and federal funding to pursue noise mitigation projects in surrounding communities.

Public Transit
I am a huge fan of the Bay Area’s transit system and throughout my career have worked hard to help deliver funding for Caltrain electrification, expanded ferry service, and our local highway system.

I believe we need to protect our environment by incentivizing the transition to clean energy. I am a proud co-lead of the International Maritime Pollution Accountability Act, a bill which would impose fees on greenhouse gas emissions and other toxic air pollutants emitted by large marine vessels carrying cargo destined for U.S. ports. The funds raised from these fees would be used to drive industry-wide decarbonization efforts of ships and port equipment.

Vehicle Safety
I support innovative new automotive technologies while simultaneously being an ardent advocate for safety and consumer protection. California’s 15th Congressional District is home to dozens of companies developing transformative transportation technology, and I am proud to represent them. I also believe the Federal Government plays a critical role in ensuring we keep our roads safe and monitoring emerging technology. That is why I have led several letters to the National Highway Traffic Safety Administration (NHTSA) with Speaker Emerita Nancy Pelosi and Rep. Anna Eshoo, calling on the agency to improve safety data reporting requirements of autonomous vehicles (AVs). You can read more about the letters here.

  • Secured $500,000 for the Peninsula Corridor Joint Powers Board’s Caltrain Grade Crossing Improvements Project
  • Secured $500,000 for the San Mateo County Transportation Authority 19th Avenue/Fashion Island Boulevard Complete Street Class VI Bikeway Project
